What is a Unix timestamp?

It is the number of seconds since 00:00:00 UTC on 1 January 1970. It does not depend on time zones, which is why databases and APIs use it to store time.

How do I know if a timestamp is in seconds or milliseconds?

Current timestamps in seconds have 10 digits; in milliseconds they have 13 (Date.now() in JavaScript). The tool detects this from the length.

Why is the local time different from UTC?

Local time is UTC plus your time zone offset (for example UTC−5 in New York or UTC+1 in Berlin). The tool shows both so you can compare them easily.
